Yes it is, its the Question and Answers section of Guru, which has no connection to Anet nor does it have authority over its products. Its a fan site.

Send your request off thru the correct support channels to get an official response from Anet and GW staff.

My guess is, Anet do have a zero tolerance on the matter and will ban the offender but only if they have the evidence. On the other hand, sometime I doubt that they play their own game at all. Jump to temple on balth d1 on any server and you'll see. Bad apples are everywhere.

Well maybe if you're lucky, Gaile might pop in and answer that.
